The European Ocean Observing System (EOOS) Steering Group has submitted its response to the European Commission Call for Evidence on the proposed European Ocean Act, welcoming it as a key element of the European Ocean Pact.

The response highlights the need for stronger EU-level coordination to address persistent fragmentation, limited sustainability, and misalignment between policy needs and ocean observation. EOOS underlines that ocean observation must be recognised as a public good and a strategic EU asset, supported by sustained funding and structured governance.

The EOOS Steering Group supports the establishment of an institutionalised Commission–Member State Forum for ocean observation to strengthen coordination, strategic planning, and Europe’s contribution to the Global Ocean Observing System.
