EOOS concept note on Benefits of Ocean Observation

Task 4.1 of the EOOS implementation plan calls for a Costbenefit analysis and Business Plan to find the funding to support the development of sustained ocean observing capacity.

The note articulates the need to undertake such as study, particularly looking at the benefits society receives from ocean observations.
